Bolivia could be promising for search after oil, even though it is inland. It is possible to search inland for oil using the same technology as offshore, from Nopla / Alvi Group / Norbit / Maritime Robotics

The operation puts the boxes from Nopla at the sea floor, and scans for oil in the rocks underneath.
Could India, China, Brazil, Argentina and Australia be promising countries for expansion of oil search offshore? The countries has a very long coastline. A lot of oil can be found in Ghana, Nigeria, Angola, Somalia and South Africa. And in Africa in general.
